Romney Has Trouble in Motown and Michigan

Romney 出生於 Michigan 州,不過三年多前他的一篇登在 New York Times 上的文章,有可能讓他輸掉這個州。他當時的主張是讓 GM 和 Chrysler 破產,聯邦政府不宜砸錢下去。我差不多在那個時候開始寫這個 blog,當時我的想法也是三大如果要倒就讓他們倒(另外一大是 Ford,不過後來我們了解 Ford 的財務狀況遠優於另外兩家,他們甚至沒有跟政府拿錢就過關了)。The Economist 當時的看法跟 Romney 接近,他們也認為三大如果倒掉,自然有日本和歐洲效率更佳的車廠會進來,失業情況不會像三大車廠的 CEO 說得那麼嚴重。

昨天這篇 New York Times 文章裡面提到 Romney 當年的看法最後都成為事實。Chrysler 和 GM 都申請 Chapter 11 破產保護,最後在債務重整和與削減大幅的年金支出負擔後,得到了浴火重生的機會。GM 重新上市,Chrysler 過半數的股份在 Fiat 手上 (一開始只有 20%,現在 Fiat 擁有的 58.5% 所有權是所有權稀釋後的結果),去年第四季的財務表現也不錯。因此,我們看到了身為共和黨員的 Clint Eastwood 在 Super Bowl 為 Chrysler 拍出了 It's halftime in America 這隻廣告。

雖然 Romney 的看法方向是正確的,不過政治這東西是不可能面面俱圓,所有的人都能討好。他三年多前那篇 New York Times 投書滿足了共和黨右派的觀點,自然的就會受到較為中間以及左派的批評。昨天這篇 New York Times 文章裡提到了下面這個看法
All of those things eventually happened, as Mr. Romney said. Chrysler went into Chapter 11 bankruptcy protection in April 2009. General Motors’ filing followed in June. But Mr. Romney’s detractors say his defense falls apart at “eventually.”
關鍵點在於雖然 GM 和 Chrysler 在 2009 年真的都進入 Chapter 11 破產保護,但是有些人認為如果沒有 Obama 政府那 $80 bn 的貸款,這兩家公司會進入 Chapter 7 破產清算而非 Chapter 11 破產保護。這兩者的差別是 Chapter 11 需要債權人同意,他們認為公司經過重整後會比清算帶來更高的利益,才會讓公司不用把所有資產賣掉而繼續經營。不管是哪一種破產,都會組成一個管理委員會來取代董事會的功能。清算的話就是直接把所有資產用最好的條件賣掉,然後將所得按照求償順位分配下去;如果是 Chapter 11 的話,公司還可以繼續經營,不過通常會需要組織調整(如果組織良好不需要調整的話,一開始也不會陷入這種窘境了),而且債務只是重新協商條件,並不是有多少錢還多少錢,還的完還不完都一筆勾消。

Romney 現在在選舉,有很多事情說不清楚,也沒有辦法說清楚。對於上面這個說法,我可以提出幾個不同的觀點:

1. 如果聯邦政府不出錢,就這樣讓 GM 和 Chrysler 破產,損失最大的可能是退休員工,但是對於納稅人來說並不是壞事。美國政府如果能夠平衡預算,讓高築的債台逐漸下降,之前這些紓困都還好說。假如最後美國聯邦政府的債務無法順利解決,過去這些爛帳都有責任。

2. 如果沒有聯邦政府的金援,GM 和 Chrysler 的破產程序是否真的將直接進入 Chapter 7 而非 Chapter 11?這一部份要翻當年的資料才知道,我不敢百分之百的說會是如何。的確進入 Chapter 11 會有比較多的時間處理問題,但是是否在 Chapter 7 中 Chrysler 就失去被 Fiat 買下來的機會?這部份很難說。GM 大概會失去獨立上市的機會,但是他們也有可能被其他的公司購併。不過重點是我甚至不確定沒有聯邦政府的援助他們就非得進入 Chapter 7 不可。

3. 更重要的是,Obama 政府當初是要讓這兩家公司有序的進入破產保護程序才丟下大筆現金援助他們的嗎?不是吧?一開始的情況看起來是希望讓他們渡過這一關,而在 2008 年底的時候那看起來像是癡人說夢。

現在說這些都沒有用。選舉這東西,火頭正熱的時候,說理是說不清的。台灣總統選舉的時候也鬧了個宇昌案,現在看看大家怎麼說?我們等等看接下來又會怎麼說。Romney 現在還只是共和黨初選,這個失分也許還不至於讓他完全沒有扳回機會。如果他最後代表共和黨出來跟 Obama 競選,Michigan 這一個州大概不太容易拿到。

不過其實GOP這次派誰出來大概都贏不了Michigan. 我還是看好Obama可以順利連任, 雖然他的經濟政策對我來說真是左的過頭...

I weep for the leadership vacuum in my country. 2008 was not the first time that the federal government had to use taxpayer money to bailout Chrysler. When will we finally wake up and face the music?

I guess I am turning more libertarian as I get older:)

One final thought - if linsanity were a stock(I guess MSG could be an imperfect proxy), I would probably be scaling into a full short position right about now. Personally, I hope Jeremy Lin will prove me wrong, but he is due for a correction(aka slump).

請問您認為紐時有偏左的政治傾向嗎? 我因為有訂WSJ的關係所以沒有特別每天去看紐時, 不過在看類似的報導時似乎WSJ提供比較好的圖表, infograph 或 互動式的資料, 也常常有影片, 而且若是相關的報導他們也會將之前採納過的新聞整理做好一個分別的網頁(例如Mortgage foreclosure的新聞)。 不知道您對這兩報的看法如何?

還不用太急,我們等 Super Tuesday 之後再說。四年前 Obama 和 Clinton 纏鬥到最後,很多人那時候也以為他們把錢以及最好的機會燒掉了,結果完全不是那麼一回事情。不過如果要我現在下注,我也會下 Obama。

Think in a positive way. At least you are not in Taiwan. Leadership is not even in the dictionary here.

Did you watch SNL two weeks ago? They made fun of that Chrysler commercial too. It does not have the ideology we would like to see, but it was funnier.

I agree with your Lin assessment. As to the China thing, I was thinking about that in the past few days. It should be a negative signal, but I'm still mulling how bad it represents.

New York Times 當然傾左,不過我還是會看。畢竟 WSJ 是專業性報紙,New York Times 什麼都有。再者,New York Times 雖然基調偏左,但是他們是一個自由的報紙,會有各種不同的觀點,也常常有不少精彩的意見。

CCLu, I haven't watched SNL in a long long time, but I will check it out on Hulu. I, too, have been thinking about the China CB move over the weekend. Wages are still rising quite rapidly (just ask Foxconn), and that will only strengthen the inflationary pressure in China. By loosening credit now, China CB is pouring gasoline on the inflation fire. The Chinese are really caught between a rock and a hard place, and all these inflation will eventually be exported to the rest of the world.

A quick thought on WSJ - the news part of the WSJ is actually more liberal than most people realize, but their editorial board is probably the most conservative of all the major U.S. newspapers.
