I don't think Taiwan has ever ranked number 1 in that area. You probably cannot find any reference for that because it is such a moo point. Try this:
1. Find the time series data of Japanese foreign exchange reserves. 2. Find the time series data of Taiwan's. 3. If you find that Japan always has higher foreign exchange reserves than Taiwan has, then you prove we have never been ranked number 1 in it.
